TactilityC improvements (#359)

- Expose HAL Configuration's `UiScale`
- Updated docs
- Fix for `tt_timer_alloc()`
- Changed `enum class` to regular C `enum`
- Renamed enums (add prefix)
- Include `<stdbool.h>` where needed
